[TENE-397] Creation of SemanticCleaner plugin

Konrad Pawlikowski requested to merge feature/TENE-397 into develop

Now the record processed by the plugin overwrites only the record body.

The plugin accepts an additional parameter - the path to the configuration files, if there will be another plugin that does not need it, simply this parameter will be ignored.

A set of files with maps and rules has been added, they are needed for local purposes, as the target is to have them as configMaps.
