[TENE-651] Records-harvester creates duplicate records

Przemysław Kondaszewski requested to merge feature/TENE-651 into develop

This solution is temporary. We don't want to collect records with mets schema, that are not used at all (more than 1 record with the same daceId and mets schemaId). But it is also hard to find the reason why records-harvester produce such a defective records. This is the way to go for now.
