[TENE-645] Java app containers do not use their allocated memory limits on paas

Based on the application of tesseract and records-processor on fbc-test, we can conclude that everything is ok with the use of heap defined by resources in DC. The problem could be the default settings, which were insufficient for some services like oai-records-harvester. This MR raises limits for vulnerable applications
