[TENE-655] Fix duplicating records in database

Rebuilt oai-identifiers-harvester from kafka-streams app to consumer-producer app; Secured Record table not to accept duplicates on schema and daceid values; Configured exactly once processing with Kafka transaction support for oai-identifiers-harvester and other main applications
