[TENE-749] Fix keyword generation issues in sshoc

Natalia Grudzińska requested to merge bugfix/TENE-749 into sshoc-in-docker

Fixed issue with some languages missing and the "byu" keyword appearing. Instead of ISO 639.2, ISO 639.3 was used, which includes more languages. Prevented empty uri from appearing as a result of keyword filtering.
