[TENE-909] CRON cannot be disabled for a source whose URL has stopped working

The behavior of source definitions has been changed. Now, if a source has a non-functional URL or no schema provided, the source will still be saved, but a confirmation dialog for the risky action will appear. This will allow modification of source definitions with incorrect URLs and consequently, modification of CRONs
