Add separate deploy steps. Build from jib to sha_short tag only. Enable building on branches other than develop. Add stages for deploy to latest and staging tags. Add upload of staging images to paas. Split OKD config into latest and staging.

Similar changes to ci were introduced in ocr repos directly to main branches.
